Keep on repeating this until he does his responsibility outside.  After he reduces effectively outside, you must praise him or give him a reward like giving him time to play with you. If he is not ready to eliminate for 15-20 minutes after eating, then you should wait for about 10-15 minutes also before you initiate the “taking outside” process.
